rust?

Hey everyone, I recently been noticing that on my rear bumper, it looks like there is rust spots forming on top of the paint? any thoughts on what causes this and how to remove it?

It could be possible that the bumper has rail dust or something on it. I would suggest trying a clay bar on it to see if it comes off.
