Bumper Scratches and wax swirl marks

I have several deep scratches on the rear bumper (down to the natural color). I've tried touch-up paint but, the paint comes off after several washes. What is the proper way to use touch-up paint and how do I make the paint adhere.
What can I used to remove wax swirl marks.
