It is cut for parking sensors.
As for the headlamp washer cut out, if you do have them. You can easily cut it out yourself. It's better that it doesn't have it, so you able to cut out a smaller area and have it hidden under the plastic pop out. The sheet on my bumper had no cut outs, which the installer actually recommended so he can do the all the cut himself, even around the parking sensors. Will look much cleaner, protect all the exposed areas and even from the washer plastic coming down on the bumper. With pre cut outs you for the washers you can get gaps or stretches, that eventually become exposed to rock chips
