just zip tie it to your lower grill and have it signed off.

You could still get a ticket for that, haha. I think the violation code for that is CVC 52001.

once i got ticket, put my plate on with 3m tape, douche bag cop walked up to car, yanked off plate and said "has to be installed with screws" ...
