Does the rear lip fit '09? I think they do, but not sure. Also, how do you install it? Drilling/cutting/taping?

Yes it would fit your 07 and NOTHING has to be done.like gus said just plug n play .u could used the same screws
Nope ,no cutting just dobble side tape wich already come w/it
not sure about 09.but no drillingor cutting just the 3mm d/s/ tape.

Yeah he's not gonna ship it. I kind of expected that, but hey if your not willing to sell the item for the starting price than A) put a damn reserve B) put a higher starting price your willing to accept.
