I have trhat same problem, and my car is only 7 months old. Why are they doing that! I didnt call the dealer yet to check and se if it was a factory defect. PM me if you find out more about this, and what shall i do....

Take it back to the dealer and have them replace under warranty.

PM "Josey" if you want perfect condition body panels in white. I believe he has the stock front and rear bumpers and the rocker panels. They are just siting in his garage and are in perfect condition with barely any miles on them. All orginal paint from lexus.
I went to his place this past week to pick up some mufflers. His car is "OFF THE HOOK" and one of the cleanest and best kept cars I have ever seen. He has mods galore. He doesn't post much in the forum but his car his "awesome"
