HRE 540 Step Lip 19x13 Aggressive!!
Like the title says i have a brand new set of HRE 540 wheels that are step lip. i bought them used and had them completely redone by Spin-tech. stripped and repainted the faces the original color a charcoal grey. All new HRE hardware (nuts and bolts) polished with clear coat. Replaced the outer barrels with new polished 5" and 4" ones. Original ones were 1.5". have brand new stainless steal valve stems.

19x13 et -31 5" lip
lug pattern: 5x114.3

You get -1.25. You convert that to mm you get -31.75. Which is your offset.
That's how I learned. Not sure if im doing it wrong or not, but I've been doing it that way for a while.

Okay so this is how I measured the offset. The wheels is 13 inches wide right. You divide that by 2. Which gives you the center line. Which makes it 6.5 inches. Then you measure the back spacing. Which is from the hub to the rim edge. I got 7.75 inches. Then you subtract the back spacing from the centerline
You get -1.25. You convert that to mm you get -31.75. Which is your offset.
That's how I learned. Not sure if im doing it wrong or not, but I've been doing it that way for a while.

7.75-7=.75 inches so 19x13 +19 offset.
