rear brakes wont disengage with new pads

rear brakes wont disengage with new pads
2007 GS350 with ~160k miles
The rear brakes were making noises and when i took a quick look at the pads they looked to have plenty of meat on them (the outside ones which were visible at least)
I took off the wheels and took the pads out and the inboard pads on both rears were at ~1% while the outside pads on both were at ~70% material left. They were both like this which seemed a bit odd.
I had an extra set of pads and rotors so i put them on and when i went to test drive the car i could tell that the brakes were not disengaging. I could feel it and smell it. I took them off and swapped the inboard with outboard to see if that made a difference and it did not.
I could try new calipers but I dont think that is it as both calipers going out at the same time just dosnt seem right.
any ideas? master cyl? p. valve?
