So i decide to let this girl drive my car (yes yes very DUMB) she decides to scrap the crap out of my 19" HRE rim they have a clear coat on them.

Where is the best place in So CAL to get these fixed ?
and about what will it cost me?

Send the wheel to me (without the tire, if possible), chances are we can strip the clearcoat, re-polish the affected area, and re-clearcoat the outer rim for you. If it's really hammered, you might need to purchase a new outer rim...

You can also try Custom Wheel Service in Anaheim CA...they did a great job repairing a few sets of wheels for me before.
