I used these guys to rebuild an older set last year. I'm not sure if they have the step lips. I am wanting to do the same, step my 20s up 1... Haven't had the time to contact these folks yet. They sell raw though, you still need to get the barrels finished to your liking.

AMC will sell to you if you're a wheel manufacturer, but they don't really sell to the general public. You can try, but you'll need a resellers permit, etc.
One other concern may be that your 20" centers my not fit into the 21" step lip. I converted a set of 18" reverse SSR wheels to 19" step lip a couple of years ago for a friend. I had to redrill all the assembly holes in the inners and outers and turn (lathe) about .050" off the O.D. of the centers to get them to fit into the step. I will never do this again - it was a huge pain in the rear.
