Is offset just offset regardless of rim size??

Is offset just offset regardless of rim size??
for example take a 18x8.5 rim with a 40 offset, replace with a 20x8.5 with 40 offset. the clearence between the rim and caliper should be the same with 18 and the 20 correct?

incorrect, rim widths and offsets go hand in hand, offset is meaningless without widths.
but to your other question, offsets and caliper (brake) clearance doesn't have too much to do with each other either. it's the spoke design (or disk type) that matters most

If both wheels are 8.5" wide and both have a 40mm offset then technically they would both mount up in the same location under the vehicle. But just like rominl said, you could have a 20X8.5 w/40mm offset and 18X8.5 w/ 40mm offset and one could hit the caliper and one may not. The fitment depends on spoke design as well as offset, if the spokes don't protrude outward enough the wheels may not work on your car.
