Default Installation question?

I purchased new rims and this is what came with them

First picture. The rims i just bought came with these, 4 of each. What do I do with them? Or are they used for something else?

This is the valve stem. How do i even put this on? It's got 2 black spongey washers, 2 nuts and 1 smooth nut.

These are centering rings. They pop into the center bore of the wheel to make the wheel center bore the exact same size as the hub of your vehicle. The ring will make sure the wheel is 100% centered on the hub before the wheel is bolted down. Without the ring you can have some vibration issues due to the wheel not being placed properly on the hub of the vehicle. The metal stem provided is also pretty standard, just give them to whoever will be installing you tires and they will work just fine. The below link should help with any other questions.
