high disk low disk question

Default high disk low disk question

I was having a discussion about high disk and low disk in relation to offset and how one effects the other. My question is If i have 2 wheels with the exact same offset but one is high disk and one is low both wheels should stick out from the car the same, and be equally as aggressive the only difference should be one will have more caliper clearance and a smaller lip while the lower disk will have less caliper clearance and a larger lip, correct? I was being told that when disk sizing is changed it effects offset which seems incorrect to me, offset should remain the same the depth of the face is what is changed thus giving the larger lip over caliper clearance.
