Default Think I can plug a small split?

Only seems to be leaking at the very tip. I have a few plugs here on tap for such an occasion......

I think it should be ok as long as it is done properly. You may want to wait until a tire expert chimes in though. What I do know is that you should never plug anything on the sidewall or close to the sidewall.

bias belted trailer tire or what?

the RMA, rubber manufacturers association (which is all the tire manufacturers) say

no larger than 1/4", not on the shoulder or sidewall, no two repairs closer than 15" and no more than 2 repairs in a single tire...

the kicker is that all tires should not be plugged (unless old school bias ply (non belted)), and that they should be repaired with a filler material similar to a plug through the tread, with a patch applied to the inside...
