is this the right fitment for 2nd gen GS4?
F:18x8+41
R:18x9+45
if so what is the widest tire i could run on these?

Yes they would fit easily, tire size would be 235/40/18 and 265/35/19.

those will fit no problem, pretty conservative offsets.
