Dumb Question, Would P.C.D. 114 Fit on 108
Would a wheel with P.C.D. 114 fit on a car with P.C.D. 108?
If not, could it be made to fit. I am really clueless about what the number (114, 108) is a measurement for.

That number is the measurement of the stud bolt circumference. If you look at a car with a really high PCD number, the "circle" made by the 4,5 or 6 (maybe more if its a truck) wheel studs (where the lug nuts go on) would be a bigger circle. On the other hand, on a hub with a smaller PCD number, you would visibly notice that the imaginary "circle" created by the wheel studs is smaller.
with that being said, no, that wheel should not fit that car as is. However, depending on what the wheel mounting face looks like, it MAY be drilled out by a machine shop or a wheel shop.
You will oftentimes see "tuner" wheels that have holes in the wheels to accomodate both 4 x 100 and 4 x 114.3 (or 5 lug) patterns.
