Opinions please. (IKON wheels)

I need your guys opinion on these wheels. Ive never heard of the brand, (IKON), but they look good, come w/ tires, and are priced in my budget.

What kind of rubber is being wrapped on them. I have seen the brand they are ok. What's your budget?

They come w/ Nankang NS-II tires. My Buget is around 15, 1600 dollars.
