are the rears 8.5?

Do you mean 17" wheels? I believe they are all 17 x 8 (front and rear) - they are not staggered.

8.5-10" is recommended for 255/40/17. You can find recommended width by using one of the tires manufactures websites such as http://www.michelinman.com/catalog/index_3.html.

What exactly IS a staggered setup?

I know if you have 18x8 (F) and 18x10 (R), that is considered staggered.

But how about if you have 18x8.5 wheels at all four corners and you have 235 on the fronts and 265 on the rears. Is that considered a staggered setup?
