How to determine if a shock is leaking or not?

By not removing it from the car, look for leaks of fluid running down the shock body. Do you have any odd sounds coming from any of the corners when hitting bumps/holes/etc in the road?
With the shock removed, you can easily tell if the shock is bad. Compress the rod into the shock body; if it doesn't rebound quickly or at all...it's toast!

Not familiar with air bag suspension; but do you have just air bags with no actual shock or is it a combo of both in one component? If just a bag, then just look for air leaks in the bag or in your fittings/lines. If an actual shock, then I've listed above what to look out for.

I did not mean air bag but regular shocks with charged air instead of oil. (Or is there such a thing?)
