I think I need some new struts,
Sitting still the car has 1.5" gap, around bends or on bumps my new tires scrape.

It's pretty annoying.
Silly question but 100k miles should I replace struts, springs, or both?

Replace both if your springs are rusted. If not, then just replace the struts

Those are very large tires, over 1 inch taller than stock and could be the issue.
