Default SC400 brake pedal doesn't come up all the way; Lights stay on...

My 92 SC400 brake pedal sometimes doesn't return all the way when you step off the brakes, so the taillights stay on unless you pull up the pedal. It doesn't do this all the time, it's an intermittent problem. Is this a problem with the brake pedal assembly or do I need to bleed the lines & change the pads. I've searched online for others that have my symptoms but they have different cars and they mention a return spring. Its dark out so I cant inspect the brake pedal assembly. So i'm hoping someone can give me some insight on this problem. The brakes work fine, its just the pedal doesn't return to the full up position, the pedal lags ever so slightly down, just enough to engage the brake lights.
