I want a lexus ride
Unfortunately my sc300 rides like a truck after 20 years...I am also new to suspension. So...I noticed the tokico blue shocks seem to be well priced. Aside from these what else should I order? I am fine with and prefer stock ride height and the car handles fine for a daily driver.

Depends on what "Lexus ride" you are looking for. Back in the day, these cars handled well compared to other cars of their time. This was on miserable 15" wheels with early 90's all season tread and fairly poorly matched shocks.
If this is what you want to replicate, just throw in new OEM bushings and a stock replacement shock and you should be back to what it was.
By todays standards, the handling is fairly dismal. It's not sharp nor well controlled. This is easy to change. Poly bushings will hold your wheels in alignment better over road imperfections with very minimal increases in NVH. Also, the tokico blues you mentioned will add a bit more control to the stock springs so the car will not be as upset by a hole in the road as it was before.
Can you elaborate on how it drives like a truck? Noises and pops could be anything maceugood mentioned. If it literally bounces along and gets disturbed by the smallest bumps, it's time to do something with the shocks and bushings.
Stock ride height is always a good choice. There is a very good reason why the car rides at the height that is does and decreasing travel by dropping it is a compromise that doesn't have many handling benefits. Shocks and bushings should make you quite happy.

Well by like a truck it feels ever so slightly smoother than my dads 10 year old jeep liberty(which feels more f150 than crossover) So im gathering poly bushings, tokico shocks, and stock springs?

Can I ask, what would it cost to have this done? And what parts do you purchase? I have a 96 SC400 that creaks over speedbumps and would like to put the suspension back to stock or slightly better.
