i had my car aligned after installing the lowering springs. alignment is pretty close to factory setting but would like to get it dead spot on factory alignment. which kit can you recommend? something that can do the job since i'm pretty close and nothing expensive

Fix the rear toe. You do not want 0.13 degree toe. That's too much toe and it will wear your tires fast. Camber will not wear your tires out as fast as toe. You want to have 0.03-0.05 degree of toe in all 4 corners.
-2 camber is not that bad but you will have a bit of camber wear in the rear. Your BEFORE specs are better than AFTER.

Yes, you adjust it via the stock eccentric bolt. When camber is adjusted the toe will be adjusted as well, which was what happened with your car. It's either the person adjusting your car did not adjust the toe after adjusting camber OR you ran out of adjustments.
Are you lowered?

Whoever did the alignment did a REALLY good job and got it as close to factory specs as adjustment would allow...
Toe shouldn't always be set to 0, and there are so many reasons for it, but not going to get into that right now...

You do know that the rear of an IS300 calls for .10 degree toe on the rear, and .05 on the front...
