Default Front Brake Pad TSIB For Squeak

My car is 08 is350 and my front brakes are squeaking bad now. I am going to get service done at a dealer next week.

I also found out that there is a TSIB L-SB-0015-09 which replace anti squeal shim kit and new pad (performance pad, part#04465-30410, which create excessive dust).

I had done TSIB L-SB-0121-08 which use alternative brake pad to get rid of dust problem on front brake. It replaced high performance pad with alternative low dust pad (part#04465-30400)

So my questions are:

If i do TSIB L-SB-0015-09, I will have high dust brake pad back which i don't want it.
Is it possible to get new anti squeal shim kit per L-SB-0015-09 with alternative brake pad (part#04465-30400).

I have attached TSIB for your info.

I'm guessing you didn't actually read the shim TSIB you attached?

because it states quite clearly in step 3 the tech will check which pads the car has, and that the pads are only ever replaced under this repair if you have the original high-dust pads and the pad orientation is incorrect.

How'd you get them to replace the first initial pads? I went to two different dealers and they said that the brake pads are worn (at least half) and that they couldn't do the replacement because it's that worn. =T I ended up buying new powerstop brake pads and waiting to do my 30k service to get em installed.
