Question Suspension.

My steering wheel flops on my 95 GS 300 when I hit the brakes lightly, when applying more pressure on the brake pedal the flopping stops. It's worse when going down hill because there is more pressure on the front end of the car. I replaced the lower ball joints with no improvement, but now my steering wheel is out of alignment, indicating that there is more going on then just the lower ball joints. Anybody have some advice on how to tackle this.
