Default Tire cupping

I got my car aligned about 1.5 months ago and the guy told me that I need a new lower control arms on the front. I listened but didn't buy any. Now i'm gettin this woosh woosh sound as the tire goes around. I took it off and inspected, the inner tread is cupped and super uneven. It's only like this on the drivers side front wheel. From reading this is due to bad suspension, not alignment. Should I go ahead and order these control arms? The cupping also causes bad vibrations. All of the other tires are wearing fine. My car is lowered on df210's

I am planning on putting the df210 on my 98 GS300, do you know if we need RCA's? and and issues with rubbing? i have +40 offset on the wheels with 245 tires..
