Default Calipers rubbing on new rotor

So i bought some new slotted/drilled rotors, i have the sc400 front brake conversion on my 97 300. So took wheels off ,spacers and swapped out new rotors. I noticed when I tightened the caliper bolts up, the rotor no longer free spun, so I undid it and made sure it was pushed up all the way against the hub. Tightened them up again and same issue. Installed and lowered car, went to drive and you hear right off the bat the scraping. Took them off you can see where they are hitting. I cannot figure why once the bolts are tightened the calipers get stuck again. Only thing i can think of is the new rotors are a hair thicker than the old ones that were on it. My thought is to dremel the area on the caliper where they are rubbing..... any ideas? Thanks
