Shocks
I've just traded a '00 SAAB Aero wagon for a '99 GS400. The ride seems to be a little loose or floaty. I’m thinking on replacing the shocks with L-Tuned shocks. Any idea of cost to install? Will they solve the ride problem?

Welcome! L-Tuned shocks and springs will go a long way towards resolving that complaint. There'll no doubt be a number of posters who have done L-Tuning (and more) who'll fill you in further. I would recommend that you also replace the springs at the same time. Otherwise, if nothing else, you'll prematurely wear out the shocks.
I'd also replace the steering ECU. Cheap, easy DIY.
