Default Loud rubbing noise coming from brakes

Ever since I got my 2001 GS300 2 months ago I have felt and heard the rubbing noise coming from my car everytime I apply or release pressure from the brakes. This only happens for the first few minutes after starting the car and the noise goes away after some driving. I also hear that noise when I turn my steering wheel as well and I just can't seem to pinpoint the problem.

I also have a rattlying noise coming from underneath my car and it looks like a metal ring tightener has loosen itself off the exhaust pipe in the middle of my car, I've been hearing that for 2 days and I doubt that will be a serious problem. Anyways, car drives fine, just weird noises and wonder what can be done to help with the braking and steering noise, both are the some loud rubbing noises and I think they are the same problem.
