Will ride quality suffer if only lower springs are installed?

TL, short answer is "yes", plus you'll be changing shocks at some point anyway since you'll wear them out faster with the lower springs. Do 'em both.

TL - I drove a GS430 today with L-Tuned springs/shocks and to define it in any way as harsh or uncomfortable would be inaccurate. Plus I'd never switch out springs and keep the VERY soft/bouncy stock shocks - plus with shorter springs you're keeping the stock shocks partially compressed which doesn't seem like a good thing to me.

My suggestion - go in a car that has L-Tuned springs/shocks.

The ride will be firmer but, in my opinion, not uncomfortable.
Like Bit and mooretorque said, don't just lower the car with springs, get the dampers too.

Before I got my H&R's w/ bilstein shocks, I too wanted just to lower it with springs without buying new shocks. I'm glad I didn't because first I would have to pay for double installation and second, the handling of my new suspension is fantastic. I would imagine the ride will be very floaty if you just go with lowering springs.

ToyotaLexus - Depends on the spring. Seems like the Eibach and L tuned are close to the stock initially. Because they are shorter, generally they will build to a higher spring rate faster than the stock as part of their progressive nature. So the impact gets a bit harsher if it is a big one. The H&R seem to be firmer than the Eibach/L tuned but Dieselman63 has them so you should take input from him. Having just done the shock replace, I would recommend it regardless of what you do. The stock shocks on the 2k1 are just too biased to what Lexus considers "luxury ride". You may or may not notice some increase in firmness but the control of the suspension makes for a more comfortable and better ride IMO.
