Yes, an alignment is highly recommended. The position of the rack won't be the same, so the toe will be off.

After installing my bushings I now have a shutter in the steering wheel while turning at low speeds. It's like the power steering is fighting me. The tire pressure is adequate and everything has now been double checked. Is my rack going out? Why would this pop up immediately after replacing bushings?

What is the condition of your tire? If it was already worn unevenly in the past and you change the alignment spec it can cause the steering wheel to fight a bit at low speeds and it'll follow the road. If this is the case, then your tire will eventually wear even across since the car is now in spec after getting an alignment.

It's possible the rack was already damaged and now since the rack doesn't move freely during turns that the shutter is more apparent.
