From what I could find in searches and previous posts, 2001+ GS 430s already have the L-Tuned Steering ECU stock? But I saw in TeeLex's signature that he has a 2003 GS430 and lists L-Tuned Steering ECU as a mod? Any help understanding this would be greatly appreciated.

You got it. Even the part numbers on the older ones (in GS400) are the same, so you can't confirm for sure.

Some have put it in and swear they feel a difference, others can't tell.

I'd say go ahead and get it to see if it makes a difference. If it doesn't, you can likely resell it for close to what you paid for it in the classified forums. Cost you $15 -$20 (plus the time of course).
