Outgoing PM issue

I've been frustrated quite some time because I thought people were ignoring my pm's when trying to buy an item. I also requested receipt when the pm was read and none came back. I finally did a test tonight with my friend and he didn't receive anything from me. I was able to receive a new PM from him.
