is it normal for an infraction to continue to show in a member's control panel after its expiration date? if it is, why aren't expired infractions removed?

Yes it is normal.

The infraction expiration date only applies to the expiration of 'points' that are associated with the infraction. While we do not currently use this feature, the forum software would allow a certain number of points to automatically suspend a member's access until those infraction points expired.

The record of the infraction never is removed so we can determine if there is a recurring issue that requires additional conversation / attention.
