Default IS350 hood trim question

Does anyone know if there's supposed to be something stuck here at all? There's a series of holes running the entire length of this hood, as if there was maybe a piece of weatherstripping here or something. Anyone?

In alllll the years of owning cars I STILL can't figure out why some car owners put their hands on **** they have ZERO clue what it does or what they're doing... I have never yanked a part off of a car and said "Oh weird, wonder what this does?" and toss it in the garbage... The ODDEST **** I come across...
