Default I feel very dumb.

Come to find out I don't have the original smart key. I actually have two valet keys. No wonder the buttons on the handle won't unlock or lock the car....... with that being said. Can I order a smart key fob on eBay an switch the internal chip of my valet key into it? Or am I better off ordering a smart key from the dealer. I would really like to have all the features that come with the smart key access. Just trying to find the cheap route since I know a Lexus key from the dealer runs )200-$300 bucks.

You can buy the key anywhere. I have not programed a keyless entry key, but I did program a regular chip key in my RX300. There's a convoluted series of steps to get the key to sync with the car, but you can do it yourself. The keyless entry key may be a different story..

I believe you have to have an existing master key to program additional keys.

Only Lexus or a Locksmith can program smart keys. Unless you have Techstream.
