Default 1996 ES300 code P0446

I have 1996 ES300 with 230k miles. I just got P0446 code on EVAC issue. How can I repair this?

This is a EVAP code that indicates a fault within the evaporative emission control system. Try a new gas cap and make sure the fuel filler neck is clean.

Although this fault does not cause drivability issues it must be fixed to pass some State inspections. Simply clearing the code before inspection will not pass the vehicle as the readiness monitors are not set. In NYS your car will fail and I would believe California is as stringent.
