we already have near 100% access to healthcare no one is turned down, the reason why there are so many people that are eligible for medicare/aid but dont sign up is they arent turned away at the emergency room. So why should they waste their time filling out paperwork when they can get the care they need without signing up already.
that deficit neutral crap is gimmicky accounting, they collect taxes practically immediately but don't pay anything out until the 5th year, yea ok
