It's a pain to change mileage in an SC cluster, but switching a cluster that says 170k and install one that has 80k is not at all hard to do.

^He's referring to the engine ECU. Open it up, look for any signs of corrosion or leakage below the caps. Also look for deformed capacitors.

I wouldn't even try and fix that cluster, looks like an inexperienced individual was in there before and it looks like its missing something...that's what I would do, anyways.

This and this. IACV needs to be cleaned/replaced, get a screw extractor kit or something, or at least checked. It costs a little over $100 to have the ECU rebuilt by Tanin if I'm not mistaken.
