You can get +12V from there when you shift to reverse.

You'd better ask it to the one who did it. I don't think it benefits you any. This is just my guess without checking the hose and the PCV valve but the line was not in a good condition or something...

It's a PCV line. Your engine is absorbing unfiltered air and exhausting blow-by gas depending on the engine phase and polluting both your engine and the air. Should be connected like this below.
