Well gurus, replaced the regulator and brushes....

Well gurus, replaced the regulator and brushes. The alternator is still overcharging the same way as before. Truly stumped now. Any ideas out there?

I'm not sure if that is what it is for sure. Although, to be fair, we have 3 LS's all from the 98-00 batch and none of them do this. The sound it makes...haha well let's just say if it was normal...
