Charcoal canisters don't "usually" go bad from what I have read about them. You have to take into account that the previous owner most likely plugged that line with that bolt for this exact reason...

It's really not that difficult a job. the most time consuming part is getting the starter bolts out IMO. There are 6 bolts and 4 nuts to remove the manifold in one piece.
