it could be as simple as a ruptured radiator...

it could be as simple as a ruptured radiator hose. look inside the engine bay for any breaks. you might have to wash down the engine to find it. be careful as steam will rise when water hits hot...

yeah most shops take it off then forget to put it...

yeah most shops take it off then forget to put it back on. also some shops even cut the plastic so you don't need to remove the splash shield to get to the oil filter. i've seen dealerships do this...
