the ECU's in models as old as your car do not require any VIN flashing, but I would advise using the original ECU and not the TRAC ECU, you just need to have the capacitors in your original ECU...

All of the capacitors needed for your SC400 are listed in post #1 - it is only which caps and the quantity that will vary, but all caps for all affected Lexus models are on the master capacitor list...
