Default is it possible to stop the steering wheel...
from going up every time you turn the car off?

Sure. CBEST setting. Only downside is that the dealer has to do it. Some (like mine) do changes for free. Some don't. I think they are required by Lexus to do one change (after purchase) for free.

Ahh, thank you sir. I have this fear that the motor will burn out and I will be left with the steering wheel in the "UP" position.
