most tire specialists offer it now.
also costco.
both (in my area) offer free re-fill-ups.

I had similar problems but it was fixed by tightening the sensor from the outside of the wheel. Its a little hex bolt over the air hole. That worked for me, but only after about 5 trips to the tireshop...
