I live in PA also; I think I might follow your lead actually.
I've been wanting to delete my cats (both) in order to establish a nicer sounding exhaust.
The Fujitsubo: Legalis-R is a nice cat-back exhaust, with two resonators; but it's really quiet in comparison to other aftermarket high-performance systems. That, and I just don't like having cats choking-up my flow. There is the concern of losing back-pressure, but given the bends in the pipe, and two resonators, I don't think it's gonna be that bad. After all, from the header and pre-cat, back to the secondary cat, is all stock diameter. When I go turbo, I'm gonna up it anyway; so "meh", it's whatever at this point. I should know the answer to this, but I don't feel like looking it up; are there any restrictions to how often you can drive the car, etc. with an antique tag?]
Look up form MV-11 from the DMV

The Pa code will explain the restrictions, but by going with the classic plates you will also pay less on your insurance, but may be required to get an appraised value on your car, suggest you not get antique plates as restrictions are much greater.
