Air/Vent/heat system stops in Drive mode.

Air/Vent/heat system stops in Drive mode.
My Car : 1995 Lexus SC 400 Gold - Automatic gear.
Issue : When engine is on, the air system(fan/heater/AC) works. As soon as it is on drive mode gear, air system stops. Console display is on though.
I was told different verbal opinions : Some say there is a switch in gear handle that might have been broken. Some told me there is a problem in electric wiring. Some told me to replace a fuse (15A).
Does anyone here had exact same issue before, please feel free to share the solution, so I can save money and avoid any unnecessary expense. Winter is here and I need to get it done ASAP.
