'96 OBDII Issues

I drive a 96 original 5 speed SC300. The car throws a CEL, but I am unable to make a connection through OBDII. The port does have power, but no diagnostic connection. I thought the ecu was bad since I lost the speedo and cruise control so I had it rebuilt. Unfortunately I still can not communicate through OBDII. Has anyone else experienced this before?
