I think on the early SCs, it's just a throttle stop so you don't wear away at the carpet or push so hard you damage the throttle cable, etc. Push the throttle all the way down with the car off, when it hit that pad, push a little further, if you feel it click down, then it's purpose is what's stated above.

That's my car with my nuts in my cup-holder. I had to prove the fact that I keep them there.

My '92 never had the holder nor did I ever feel compelled to get one and retrofit it to the slot. Drinks in a moving car is never a good idea, anyway....

Perfect fit for my old style garage door remote!!!!!

I've had my '92 SC 400 since '95. The original owner told me the cup holder was a $100 option. Also a little trivia but in the early '90's the largest drinks fast food restaurants offered would be today's equivalent of a medium. I remember when they first started selling those humongous large drinks that the cup holder was under designed for it. Jesus I feel old right now...

That makes sense. I pulled my trim bezel off and removed the plate blocking the holes and the cup holder popped right in. I was pretty happy.
